Here are some mixers that are cheap but the best bang for the buck, so to say. I have not used all of these, but have heard them come up many times.

The Onyx series is well known. This is an 8-channel mixer; complete with 3 quality Onyx microphone preamps. It has 3-band EQs, phantom power, and is probably the best quality mixer on this list.

Behringer is known for having a lot of budget equipment. This is a 12-channel mixer with 4 XENYX microphone preamps. It has 3-band EQs, phantom power, effects, and USB. Even with all these features, Behringer can be a hit or miss, sometimes having defects. However, if you get the right board it'll work wonderfully.

Here is an option for those of you who don't need the extra channels. The Alesis Multimix 4 is a 4-channel mixer with 2 microphone preamps. It has dual-band EQs on the microphone inputs, phantom power, and USB.
